anyway yes, theres always a small passage open. ever wonder how the idle screw and fast idle valve worked? if the TB plate closed with no other way for air to get in, the motor would be choked and stall...
I have always wondered whether this sound was normal. Now I know.

the secondaries are spring loaded to stay open and stay open without a vacuum. when the motor is started a vacuum is generated to close them. when the motor hits the right RPMs the vacuum dissipates and the iab solenoid clicks over to open the secondaries.
