over bumps the shock may lift out of the fork. if the main part of the bolt is still in, it probably wont, and it would take a really big bump... but itll be loose and itll rattle around... i dont see why it wouldnt make a short trip to a shop or wherever it needs to go, but dont keep driving on it... you should really fix it like... now.

did the head of the bolt break off?

you could just get a new fork and bolt from a junkyard cheap, they are easy to remove in a few minutes.

Ooh, yeah bolts like that with 12mm heads (or is it 14mm?) don't really need to be "that tight." Don't have my Helms with me right now, but I'd guess no more than 20 ft-lbs or so. Also suggest getting a Helms and a torque wrench ...

Turn the wheel all the way whichever way to help point the bolt towards the outside. You might be able to drill it out or start something in there that will let it unscrew normally. Good luck.

if the bolt is still stuck inside you will not be able to remove the fork. you need to extract it somehow in order to replace the bolt. it will stay that way unless you hit a very large bump and the fork could separate from the strut. extract that bolt and replace now unless you don't plan on driving the car SAFELY.
