had a chance to try and install my new HID setup, purchased from

here is whats taking place. i connected the ballast directly to my H4 plug, (+) and (-) respectively. when i turn the lights on, my fuse blows out
i disconnect everything, replace the fuse and decide to test it directly from the battery. here is what i noticed.. i laid the ballasts down right on top of the chassis above the pass. side headlight. the ballast has an all metal frame, and as soon as i touch the (+) terminal on the battery using the lead wire from the ballasts, the bulb lights up; and this is happening w/o the (-) lead wire NOT connected to the (-) terminal on the battery. when it was connected, thats what caused my 20amp headlight fuse to blow out earlier.
so i take a piece of cardboard, slide it under the ballast, and repeat what i just did. this time, the bulb doesn't light up unless i have both lead wires(+) and (-) from the ballast having contact with the battery.
this is my first time using this type of ballast and if anyone has ever dealt with something similar, please post up. coz from whats happened so far, it seems as if the body of the ballast is self-grounding which i've never heard of.. unless there is something else wrong
*i've emailed the seller and he hasn't responded yet, but any info would be appreciated.
