Be careful, though. There's a reason that the governor is in place for the DX/LX models. They didn't come with the wider, 15-inch alloys that you see in the EX/SE models, or even a rear anti-roll-bar. If you plan on switching to a EX/SE ECU, please upgrade your wheels and tires at the very least.

Better yet, just don't bother. These cars are 18-21 years old now; there is no reason to risk traveling that fast on suspension that old.

A refreshed CB suspension is as good as a new one

All my CBs felt very stable at speed once all the bushings were changed and the shocks were fresh

What does the picture of him doing 90mph have to do with it?

If he is getting bad gas mileage, he should start with the general maintenance items.

He has been on this forum long enough to know that, If he has indeed done all of the maintenance items then, there is potential cause for concern.

The first answer is obvious - If you drive at 90mph all the time you will get crap mileage.
The picture in the first post of his suggests that he is doing that and can't understand why.
The second answer (the helpful one) would be able to be found if he actually stated what he has/hasn't done maintenance wise, what mods he has, what engine, what trans, etc.

Has he checked for a sticking brake, Does he drive at full throttle to get to 90mph?

Repaired:
Brake pads front and back
New back right caliper
Front rotors
4 new wheels
Timing belt and balance shaft belt
Front shocks and the tubes inside of them (Monroe Quick struts)
Front Lower ball joints
Valve Cover gasket and oil pan gasket.
Muffler reattached
Rad cap.
Replaced right front turn signal
JB welded the other one
Fuel filter
Purged Brake lines and bled them
Master Cylinder
2 ABS Sensors
ABS Pump motor
PCV Valve
Repainted the roof.
Interior passenger door handle
Rear passenger window (Fuse!)
Inner distributor seal
Valve Cover and Spark plug seals are tentatively scheduled for March
