Im not saying that because there poor they must be stupid or that they should die but some things just are one way and that's it.
Just because its a poor country and they are getting the job done doesn't mean that if he had killed himself it wouldn't have been a stupid unnecessary death.
Using the raw power being delivered to your house to make a makeshift welding torch with jumper cables is stupid, whether i do it here in NYC or you do it in Bangledash.
Its stupid.

Anyway. I just about shit my pants watching him. I work with a bunch of Mexicans here (not being racist its just what it is) and I've seen some stupid dangerous and DEADLY stuff. We are not poor, I live in St. Louis MO. I know they can afford to learn how to read.
No I'm not making this up, one guy almost lost his life because he cant read the signs I put in front of the machine, and he doesn't understand English. Some times people turn out to just be REALLY stupid. The signs we use are in Spanish btw. He can't read Spanish or English or understand English. He just does what he want's.
Back to welding, I didn't see him get anything done besides make a lot of sparks and destroy his eyes. Did you know that the common household floppy diskette can be turned into a great pair of welding and braising lenses. Simply take out the inner disc and place over your eyes, if it's still too bright double up on the layers until your comfortable. Now, sometimes I am poor, but I'm not dumb. I found this out all by myself in the 5th grade during a solar eclipse and we couldn't look directly at the sun so I took a floppy diskette and some how managed to learn that it blocks a ton of light. I could watch the solar eclipse just fine.
I'm pretty sure even third world countries have floppy disks. Even if it's an "expensive" welding mask. Smarts should be used.Been a long time. Still alive...
