I totally agree with what SanJo said about your cutoff being WAY too high. HIDPlanet has a pretty simple tutorial on how to properly aim your beam pattern....but really, just use your head and you'll be fine. High enough to see as far as possible without being so high that it is always in the eyes of oncoming traffic.
My cutoff is generally just below the deck-lid of most passenger cars.
