    yes.. you'd be better of replacing the whole crank pulley and i think that rubber seal/dampener is non-repairable..

                apparently there is a special Honda Crank Pulley tool to get the bolt off. I have heard that AutoZone or other parts stores may rent this tool. just from experience. I would definitely use a impact gun.

                  put the car in 5th gear. have someone hold the brakes. get an impact socket, braker bar, cheater bar(thick & long one), and a lot force.

                    If you have a welder, you can just make that tool... We did. You can use a large hex pipe cap or pipe busing and weld a handle on it, and then cut a hole in the center of the pipe cap so you can get to the crank bolt. Ghetto, but it works suprisingly well. Just make sure to get a long enough handle, or make something that you can add a bar to, because you have to be able to exert as much force on teh handle of the holder as you do on the wrench you use on the bolt.
