If I take the belt off the pulley spins rather freely but, I have put on two properly adjusted new belts and they all squeak. When I let off the gas and look at the belt it looks like there is like back pressure so it flops around. I can feel the pulley on the alt and its warmer then all the other pulleys as if it was the one causing the issue. Is there a way to test this? Or should I just replace it? Traditional tests will not work since it outputs correctly I just think its becomes hard to spin under load.

how are you adjusting your belt? how tight do you make it? you need to have them pretty tight because they will strech over the next 100 or so miles and start squeaking...I like to adjust them to where there is barely any play in them at all....if you are maxing out your adjuster then you might have the wrong size belt too....good luck"I can imagine no more rewarding a career. FWIW, often times a local shop will look at the belt tightness for free. When I replaced the brushes on my alternator (which you know involves removing the PS pump and alternator), I took my car to the shop that does many of my repairs, and they confirmed I had the belt tensioned correctly. If you have a shop you use for major repairs, take it there...
