fuel problem

what would cause only one cylinder to run rich. the reason why i think only one is running rich is because all the other plugs look perfect, but one on the end closet to the belts looks like it has black soot on it. it is not oil by the way

Do a full tuneup, drive it for a week, and check them again. Full Tuneup consists of plugs, wires, cap, and rotor.
