Cam timing & ignition timing awkwardness

So I'm helping a fellow CB7tuner and friend out on his car, getting it to run right before a local meet. I find that he did the a recent timing belt job improperly, not lining things up in a correct manner showing the ignition timing to be off by 15 degrees at the crank. Anyhow, I go to correct it like the many timing belt jobs I've done before right, wrong! I line things up like you're SUPPOSED to and I get all the cam timing related marks lined up right, but the ignition timing is around 10-11 degrees BTDC with the distributor advanced ALL the way. So this is not normal obviously. I reset it again, same thing as I lined things up right. I call a Scott (owequitit) we chat on the phone, both agree it has to be one tooth off. So I go and advance it one tooth on the cam pulley, wrong way ends up. I did it twice, trust me I know and runs rough idling. Anyhow, so I retard it back 2 teeth on the cam pulley (for a total of 1 tooth retard on cam pulley from original setting). Finally!! I get ignition timing to 15 degree BTDC, with distributor not far from being in the middle of the slot like it shoot. I go back and realign the flywheel to block pointer, go look at the cam pulley and WOW....it's not even close to having the horizontal dash marks level with the cylinder head like it's supposed to be. Like, I'm talking 1 whole tooth in the retarded direction on the cam pulley, that far off...but it's the correct setting!

I'm just amazed, Scott said he's seen cam pulleys off like that, but I haven't...my first time. Of course, it happens to be a Canadian 91 EX-R coupe 5-spd. Wonder if that has anything to do with it?

Ah Mike, if you're reading this, it's all good bro. Heck, I stayed up real late getting her running for ya.

EDIT: His car was a completely stock F22a4 engine, no aftermarket performance parts on it.
