Yeah, that's way too high. it should be about 1,000 RPM lower.
First response would be a vacuum leak, but it should start surging because the ECU should cut fuel at that point (above ~2000 RPM and closed throttle).
What's the hot idle?
I wonder if the throttle is open a bit for some reason, which would stop the ECU from cutting fuel. Then on top of that a vacuum leak, or a malfunctioning FITV as arctichonda suggested.
Not an expert, its just what my thought process lead me to.

close the FITV all together. Yes, turn it all the way closed. Should fix it. If it doesn't then u'll need to cap of the vac line running on the back of the intake mani to the air starter valve.
