The easiest way is by putting a set of Non Ceramic Coated Headers On.
Why on god's green earth would you want to do that anyhow???

i asssume he wants the shiny look, therefore, i would just get a new header that is stainless steal rather than ceramic coated. Or the ceramic is pealing and the header is starting to rust a little in which case i would just paint the thing with high temp paint. In either case, i wouldn't be sanding down the ceramic on the header.
