    I dont see why a jdm engine wolud not pass. if you were to follow your states smog laws and requirements then you should be with in limits. btw 97 and up h22 have same hp as all jdm ones(except type s)

      Its just a technicality. Somewhere in the "rules" it states that you can only use a motor newer then your car and must have been in a car that is emissions legal in Cali. I guess the big thing is they need a baseline for it. Legalizing a JDM H22 isn't as impossible as say a SR20DET or some other engine that was never sold in the US.
      I will post my experiences as I go through the process of getting mine certified.
