90 Accord EX problem, that only happens sometimes.

sometimes, when i turn my ignition to the ON position, the check engine light comes on, and the [S](which signifies sport shift is on) on my gauge cluster blinks consistantly until i turn the ignition off. when i try and start the car while the light is blinking, it turns over, but will not fire and start. so, what i find myself doing is turning the ignition back and forth between the off and on position until the green [S] isnt blinking anymore, allowing the car to start.

anyone know what this problem could be?
