methane hydrate and passing emission test

today i started a honda accord that's been sitting in my garage for over 3 years atleast with no storage techniques used... but i had to replace a fuel pump and a small portion of the line down there.

i was wondering some guy gave me advice and said that if i fill my tank 1/4 and add 4 litres of methane hydrate i'm GUARANTEED to past the emission test.. don't get me wrong the honda runs like its new and the guy who did the work was sniffin on exhaust fumes and apparently he said it doesn't smell like it's burning oil..but still want to be 100% full proof. so will methane hydrate do the trick? the guy was also claiming it would clean out the engine too.

25% alcohol sounds a bit stiff.
My E-test is coming up soon, and I'm on ethanol blend for a tank or two.
