how do you and can you adjust a fast idle valve to rid rid of loopy idle when car is warming up?

How tight? Tighter than it is, or until its nice and snug?
Can/should anything be pulled out, or just remove the lid and turn the ring?

I know the trick about using 2 flatheads. Just wasnt sure how hard to tighten.

When i first start my car RPMs are at 1500+/-. Takes about 5 minutes finally settle at 750-800.
Doing this along with IAC, Plugs/Wires/Cap/Rotor. Possibly EGR and Valve Adj. Aiming for higher MPG.
Plus im getting that RPM surge from 45mph-60mph. Surges up and down a few hundred RPMs under light acceleration. Hoping this/these will help.
