Are pivot joints suppose to move on Upper Control Arm when taken out?

I have an easy question for some. I just took at my front upper control arm(first time). The 2 pivot joints that go into the body don't move(swivel). Aren't they suppose to? Did the previous owner install a set and torqued them too much. I thought proper torque was applied when installed so they don't move too easy but still move. Can someone enlighten me?

So are they suppose to be so tight they will move but don't move. Like they will almost flex but not change position?

If they are mounted in the car (without the upper ball joint attached) you can move the arm and it will be pretty stiff. If it doesn't move at all, that's a problem but that's unlikely.
