Running it low once won't hurt it. You only need to do it once to learn if the light works or not. If your needle hits the E line and still no light, check for a blown bulb first.

Ahhh, running it low once could also be the failure point too. Especially on a 23 year old car which the tank, sock, etc. probably have never been changed. You can take a chance if you like. But I can see the post now... "I ran the tank down to almost empty to test my low fuel light and now............."
But I noticed this on my car too. Have a light, but never seen it come on. Even when it ran dry long long ago when I was broke and ignorant.
You should be able to simulate the low fuel light by crossing two wires off the electrical connector which is accessible from the trunk access hole like this guy did.
Check your manual for which wire does what on the connector.
That's true... though if running it low just once kills it, it was on the way out anyway!
Does the fuel lubricate the pump, or cool it? Or both?
Both. Running it low = no lubricant and you fry the pump or it sucks up dirt and it dies. Your car must have no good gas in it by now Deev, can you go test this out for us
Pull the cluster and check/replace the bulb. If it still won't come on, it's likely the sensor. I THINK that's what you can access from the back seat without dropping the tank... but I'm not 100% sure. Dropping the tank is no fun with 25 years of rusted bolts and straps holding it in place.
There is a drain plug in the tank; drain the tank without running the car, see if the light comes on. Capture the fuel and put it back in the tank or make sure you have some extra in a can.
