CB7 will not shift out of park

Today my 93 Accord SE got stuck in park. I tried for 10 minutes to shift out of park, and it wouldn't budge. Even with the key in the emergency shift slot thing, it didn't want to go. Finally it did free up so I could get it to work. But as soon as I tried it again, it was stuck back in park.

Any ideas?

Update: Found a 20Amp fuse blown. Changed it, and it blew again. Fuse is labeled as horn stop. Guessing i have a short. Any idea where the best place to start looking is?

Disconnect each horn, each tail light, brake switch, key interlock switch, and interlock control unit. Replace fuse, if blows then you need to trace short in wiring. If does not blow, plug back in each item one at a time untill fuse blows.

Pull the console and clean key slot and linkage. Then ground the green wire the solenoid to test.
