loss of power when climbing a steep hill

like the title says, RPM goes to 3000-3500 while speedometer goes 15 km/h ,,, gas pedal becomes hard to press, unless I give it my all and fully press it,
it jumps to over drive and climbs at 25-30 km/h

NO CEL, NO "S" blinking, New Spark Plugs, everything is off !! A/C, Radio, Lights. Sputtering could be heard. I have solid and thick ground cables.

Once the road becomes flat again it picks up speed and acts normally

is it the O2 sensor ?! cooling system ?! alternator ?! is it because that's the limit of F22 4 cyl engine?

this is really weird, I am really going crazy.

where is the location of ground points other than those in the engine bay ?! this is important because I want to check all of them like inside the cabin or trunk to check if some paint is blocking them.
