      If the needle isn't in sync with the engine it's something in the dizzy so yeah could be the igniter, I had a wire loose in my distributor after a shop put a new one in when I was in high school, took it back and they tightened it up and it was good from then on, so again I say it's something the the distributor.

        When my igniter was going bad, the tach needle was bouncy at all times while in drive (around 4000 RPM).

                  Never been to one that can. Just take it to Autozone and have it tested, it's free, then go elsewhere to purchase.
