Can a bad o2 sensor be the cause of your car shutting off while driving or coasting, or even cause your rough idle while parked

It doesn't make a difference in the way that you mean it to. The difference that it makes is the fact that you can use the CEL system, as linked earlier, to do this kind of diagnostic. OBDI (OBD1) is not standardized, and this is Honda's implementation on the 4G Accord (and may other vehicles of this vintage).
So yeah, it does make a difference; all of the difference, actually.
