Sounds like either one of the balances shafts seized, but more likely, the tensioner failed.

There's a separate tensioner for the timing belt and the balance shaft belt, but they are bolted on top of each other.

No, you don't need to replace the tensioner if your not going to run a belt.

Set the engine to TDC, THEN remove the belt, and yes you can just slip it off after you loosen the tensioner nut. You can still do it without loosening it, but it's much harder.

Carb cleaner would be better, brake cleaner CAN damage rubber seals. That being said, I use brake cleaner to clean my engine all the time.

looks like your tensioner was really loose and it slapped alt bracket. i know u said u had wear on your vc but if a belt is tensioned properly, it should NEVER touch the vc.

Pull the slack from after the crank and near the water pump, get it tight and then tighten the tensioner nut.

Yes, it's actually a step, rotate it a few times and check and make sure your still dead on and that the belt is tight. No you don't have to put the bolt in to turn the engine over.

                                Torque it down, it's 162 ft/lbs.

Edit, that's for the F22, not sure if the H22 is the same.
