Can't pass NJ emissions with swapped H23

I have had my car sitting for a while and now have the need to drive it again. I have been rejected by NJ inspections for emisions.
    the 1st time my

    CO% @idle was 5.34 (standard 1.20) and @high 1.75 (1.20)

I did a tune up with timing and clean up of intake and went again and got now the

    HC ppm to high also with @idle 323 (standard 220) & @high 380 (220)
    CO% was at @idle 7.61 and 13.53

about two years ago my boy who knew about honda swaps helped me do my 5spd and h23 swap. He at the time had removed as far i can tell the black box and canister maybe other stuff in which he said "wasnt necessary". trusting his knowledge I diddnt second guess. but searching around now those are vital components i dont have now for NJ not really for NY where he was from. Also my idle and timing was never right after the swap.

Im getting a 41 code for my oxygen sensor which im in the process of getting. can that sensor make my h23 run that rich? my egr has been disconected since the swap also.

what do I need to do to get this thing to pass and running right? can i get by without those components or i need to source the parts again and if yes which ones specifically.

    need help asap please

You pretty much answer you own questions. Your code 41 is what's making you fail.

Oxygen sensor affects cO levels u need an o2.

I would also suggest running some seafoam in the intake manifold. If you can maybe even clean out your egr ports.

Clean your egr ports, change your spark plugs, and make sure your timing is set on time using a timing light. Thats what i did with my accord and it passed with flying colors.
