Jumpy Tach Engine Bogs Down Dies When Cold

Just picked up another accord this time its a 93 accord lx. It ran fine when I picked her up other than the tach was jumping after 4k. Then got her home and let her sit, when i came back out she was cold but fired up this time the tach was all over the place I drove her down the street and she bogged then died and wouldnt restart. got her restarted and warmed her up and she seemed to drive fine but still jumpy tach above 4k. took her home and let her sit came back out when she was cold and she didnt even want to start but finally did tach jumping all over the place and then ran and bogged down and died then wouldnt start again but once again when she warmed up seemed to run fine. Done alot of research is this the ICM? Checked the ground wires under the thermostat and it is tight. Any ideas please let me know.
