Stuck hood

If the hood release is pulled... and it feels like there's no resistance all the way to full pull... and the hood doesn't open...

How can the hood be opened?

Not sure if the cable is broken, or the latch is funky, or...

a few strands probably broke for the latch cable.use a flat head screwdriver and try to pop the hood threw the grill.
