bumper and fender

so my bumper has a gap between the fender and i have the clip but its still a gap. what can i do to fix it?

Loosen all the nuts/bolts. Have someone hold the bumper as close to the fender/headlights as they can. Tighten all the nuts/bolts and see if that helps.
