okay so back round on the vehicle. 93 ex, did an H swap last year an they sold me a junk motor that shot a rod. put the f22a6 w/ stock ecu back in it. now this is what the car is doing. idle seems fine, but no power is there till 2500-3K then the power flutters and gets jumpy. you can literally go wide open from a stop and it will crawl. my speed-o is not operating. intermittently the gauge cluster will loose power in 2nd position but upon start its operational. I have NO cel/mil. I tried switching the connection between the vss and egr since they r same connector but nothing changed. I'm thinking a possable ground issue is in my midst. any help would be appreciated and I will update tomorrow night after working on it.

Have you checked the cam timing and ignition timing?
A ground issue could cause an issue as you said - I would check if the Thermostat ground has been re-connected after the swap.

If at first you don't succeed, Try again. Don't give up too easily, persistance pays off in the end.
