Not sure if it is 100% but yea when you hit the a/c rpms raise by 300(ish) to compensate for the compressor.

There are various companies that make block off plates, in fact alot of jdm im have oem block off plates, im not sure if its for ac or not i know all f and h mani have it ac or not, either way there shouldnt be any issues deleting it.

I think the point of that is to get air past the tb for easier starting.

If it fails it can be a huge source of vacuum leak.

Block it off or leave it. No real benefits from either unless it has failed.
