another cold start?

my neighbors cb7 just wont start when its cold.. i cant figure out what could be wrong?
it got spark, fuel, but still wont start unless the gas pedal is pressed for a few seconds?
i search all over the site tried everythin but still wont start
i read something about the tempature sensor but can it really be that?

I have the same problem but when its warm or the car is already been ran it starts right away I can't figure it out either. I also heard that it could be the fast idle or the timing. I really don't know.
