Do you have a video of the sound? A "whining sound" doesn't really help diagnose the problem at all. Maybe you could look on youtube or something and find a similar noise/problem that someone else is having and that could narrow it down for you a lot more accurately than some random guesses made by people on this board who have heard a "whining sound" under their hood.
Now, that being said, I'm not trying to be rude, rather trying to help you out the most. Is it an air sound (like a vacuum leak) or a metallic sound (like a timing chain) or is it just a constant whirring kinda noise (like a power steering pump going bad)?

Hmm, does it kinda make a grinding sound? Or like a light metallic pinging?

Stick that hose next to your ear (NOT in your ear. underhood stuff can be really loud and damage your hearing) and put the other end at various places. Process of elimination. Look at the various pulleys and the A/C pump and P/S pump and the side of the valve cover where the timing chain is going to be. Once you hear the whining sound through the hose, you'll be able to narrow it down very easily. Sure, it may look silly, but it's a great way to troubleshoot for noises that are hard to locate.
