if your balance shaft belt is broken, will it keep the car from firing up or the cam rotating??

theres the balance shaft belt and the timing belt. the balance shaft belt is in front of the timing belt. you dont even need the balance shaft belt up there. theres something else wrong with your car homes.

The timing belt rotates the camshaft and water pump. If the camshaft moves (via Tbelt), then the dizzy rotor turns....period.

the only thing i could think is wrong is:
1) your cam sprocket is broken
2) the teeth that are on the dizzy that turn with the cam shaft are broken(although ive never heard of this before).
3)your timing belt is broke and all your doing is tuning the crankshaft.
take the timing belt cover off and check it out under there to see what exactly isnt turning or what is broke.

Is there more to this story on how this motor came to the condition you describe? Tell us everything. I especially want to know if this motor was starved for oil and/or oil light came on prior to this.
If all was fine and this occurred, I would look at the starter, as it is probably not engaging with your flywheel (manual) or flexplate (auto). Therefore, your engine would not turn over at all, nor the dizzy rotor. You can confirm that this is the case by manually turning motor over through the crank pulley screw and if dizzy rotor does start to move, then bingo.
If you manually turn motor over and dizzy rotor does not turn. Either your camshaft is fractured in half or your timing belt does not exist or snapped.
If your balance shaft belts snapped and very low oil or low oil pressure was involved, this makes sense. Balance shafts rotate twice as fast as the crank, so they will be the first to seize in a low oil/low oil psi condition. In coming to an abrupt stop and crank is still spinning, snap.

thanks man ill check into that this weekend and to confirm to the other dude yes i have the engine sitting in the garage, ive taken the cover off the timing belt and balancer and valve cover, the cam looks fine even tho i havent turned it over and HondaFan as far as how this happened i have no clue, i brought it from a white lady, she say she was driving it and it just cut off but how do i fix the starter problem if that is the problem....so if i do turn it over manually and the rotor on the dizzy turns then my cam is broken????
