This sucks! I have a JDM H22a, the only mods are a DC header and a short ram intake. I don't have my secondaries hooked up yet so they are always open. Any help is appreciated.

Yeah I'm not surprised you failed the emissions test. The JDM H22a isn't rated for US emissions. If I were you and knew you had emissions testing in your area, I would have bought a USDM H22. Most places don't have emissions testing so they don't have to worry.
but in RI I need to pass for emissions. can they get me for having a different engine in my car as well? Or is that something I just need to look into?

I think a lot of places are different, just check your local emissions rules online or at the location.
I needed an O2 sensor when I had that problem. Other suggestions were catalytic converter (didn't fix it) and EGR valve (also didn't fix it, but I got better low rpm results). Those two are $150 and $125 (the latter just for the part - my brother in law installed it), respectively. I think the O2 sensor was like $70, which my in-law also installed.
Carbon monoxide is formed when a hydrocarbon (like gasoline) tries to burn (oxide) in an oxygen poor environment. Only part of the energy in the hydrocarbons is released for useful power, the rest are not released energy because of poor combustion.
CO therefore is a by-product of combustion.
It is a tasteless, odourless gas, which is Toxic.
CO is measured in percent (%) by volume. Eg: 1-% CO means 1% of a total 100% of exhaust gas consists of Carbon Monoxide.
Engines in good operating condition properly adjusted and all sensors working will produce low CO readings. Vehicles that are equipped with emission devices produce even less.
Excessive CO is created when and only when fuel is burned without sufficient air (O2) to allow for complete combustion, also known as oxygen starvation.
try doing a full tune up
1)-change oil and filter
2)-get new pcv valve
3)-spark plug and wires .
4)-check if your air filter is dirty.
5)- replace you oxygen sensor (ntk only, bosch stinks) if you want, but i think your is ok.
i doubt you catalytic converter is bad that more reflected in your NOX, and youd smell the rotten egg smell. thats a dead giveaway. you didnt fail horrifically so just a full tune up should do a trick.

yea good luck with a jdm h22. i went through hella shit with thenextazn's swap.

don't know how strict AZ emmisions are.. but i had a shitty time here with CA emmissions.
I'd highly recommend using a USDM p13 if ur not already using one. and probably get a new Catalytic converter. I went the distance and got a new O2 sensor, and new PCV valve. Me and Wed3k took off my intake mannifold, and cleaned out my EGR ports.
And like others said, get that damn Catalytic Converter HOT! .. i drove my H like a mad man, up and down the street behind the Test Station for a good 15-20 minutes,,, Vtec everywhere.
