what is this and what does it do?

i am cleaning up my engine bay and deleting all the things i dont need to get ready for a mild wire tuck and i have no clue what this thing is. its the ribbed aluminum box that has 3 plugs attached to it on the driver side right behind the p/s res. what is it?

what i'm really wondering is: do i need it? i have removed the cruise control and my a/c doesnt work and will be removed asap, so if it is one of those systems it is not nessecary.
