Powersteering not working correctly?

Ok so on my 90 DX. Everything was working fine and well, the car sat for over a year. I just bought it off my bro and started to drive it again. Weird thing is is that the PS doesnt seem to work. IT's HARD as hell to turn the wheel. It's like it doesnt even work. before the car sat it worked perfect.


Could it be the PS pump gone? or what. Yes I have fluid.

belt's tensioned? its spinning the pump right? its not seized or anything?
