i want to put in the type s pistons in my h22a4 and i seen that the type s pistons come in standard and .25 over . so could i bore my engine over .25 with out sleeving and is that a good idealll

Depends. If by boring it you think you'll pick up horsepower, you're wrong. .25mm over isn't going to be anything noticeable. the reason why one bores is to get the cylinder walls back to round.
and THEN you worry about piston to valve clearance with a high dome piston. not lose throttle response or any of that stupid shit.
a high dome piston would yield to higher compression which would be a result of quicker throttle response.
