H22A balancer shaft question

I started putting my H22a back together and noticed that I had an extra washer that I think dealt with the balancer shafts but couldnt figure out where exactly it goes. the washers center looks like it fits on the balance shaft by the water pump. A.) does any1 know what washer I'm talkin about? and B.) help on where the hell it goes cause I'm out of ideas

if it is the one i am thinking of it goes on the balance shaft under the gear drive cover on the rear shaft.
