The reason people with civics don't skip the B series and go right for F/H series is because the H/F series weighs a little more (not a lot, like 80lbs) which causes some piggish steering.
On top of that there's a fair amount of custom work involved...it's not just a drop in affair with custom mounts.
The other reason is torque. Too much in a little car. I've seen lots of people with H22 civics and the majority of them seem to have trouble getting out of the hole without massive wheelspin. On the street this is bad but if you're going to tub out a car and put huge slicks on it just for racing, then go for it.
As far as an H22/F22 swap into a civic being cheaper than a B18 LS swap...untrue. The LS swap would be cheaper by a long shot.
As for B series in an Accord...probably not a good idea. Not cost effective and the lack of torque would probably be apparent. The problem with torque is that past 1st gear, you're not really using the full potential of the motor. The F22 makes all kinds of power down low...but torque peaks out at 4k.
My torque peaks out at almost twice that number, and there isn't as much of it. Who's to say which one is a better motor but what I do know is that every time you shift in a CB7 you have about 2,000 RPM worth of your torque curve falling off before you can shift again. In a B16 swapped civic you have about 2 or 3,000 RPM of the torque curve climbing and then falling off a little right at the end.
Which one do you think will pull better to the redline? That would be the only advantage of doing a B series swap.
