H22a Vacuum ?'s (with pix)

please look at my vacuum pix and help me out with my vacuum problem, if I hook up hose X (with ?????) to the port where 21 is (map) my idle stops jumping and the car runs fine.... but then my map is disconected and I get a cel 5, if I cap vacuum line X it doesn't help the idle, it just stays shitty

That hose in the bottom pic goes to the cruise control if you still have it. If not just cap it off.
