@ "unsure if it runs"... Without those missing parts, it doesn't run!
Chances are, he bought it for the same reason you're considering it... it was probably someone's abandoned project that he picked up cheap, and now he's abandoning it too.
$150 is a decent price if what you get isn't damaged in any way. Getting the other parts will cost a bit, but it'll still end up being a fairly cheap K24, and you'll basically be rebuilding it, so it'll be damn near new.
HOWEVER, getting it into the CB and running properly isn't cheap. Even with a $150 K24, the final swap is going to cost you a good deal more than an H22 swap in the end. If you're looking for a bargain, the K24 swap is the wrong place to look! If you're looking for a K24, and you plan on doing the swap anyway... then I'd seriously consider this deal... go look at it, at least. Hell, even if it's beat, MOST things can be repaired.

If I had to guess I'd say it's a k24a4 which is common. Finding one complete for a little bit more is not difficult so if I were you I would pass. If you can get it cheaper strip the motor and sell the block alone. They are worth more stripped. Lol
I just went through a similar situation and just sold my extra k24 block.
