H22 accord, trouble starting engine light not throwing a code??????

Well, needless to say the shop I chose put the engine in and did everything, problem is, the check engine light comes on when I'm off the throttle of almost off it, at any speed, on the highway or going 25 down a backroad. When they hook up a diagnostics machine the light does not throw a code. What is this??????
Also the car has an issue starting. It takes it a good 15-30 seconds of cranking before the engine will fire. They have been through the wiring completely at least once since the install, have checked the distributor and as far as I know all of the sensors.

other info: 92 accord, formerly auto, converted to manual, OBD 1 JDM H22

    please help...

Check all your sensors and wiring. There's a lot more stuff now that you have a manual and not an automatic. Check the wiring for the VTEC solenoid becuase it says it throws codes at you when your driving so maybe the vibrations are causing it to throw the codes.

Check your main relay for the starting. If it's not that, you could have a bad distributor. Same thing happened to my friend Monday night, his dizzy went out and the car wouldn't start.

There are some possible things to check.

That's just it though, the diagnostics thing doesn't show a code, and they already checked the distributor. Also they went through all of their wiring yesterday, but I'll ask about a sensor issue, thanks
