Ok, so the face of the brake rotors obviously does not rust because the pads are constantly rubbing against them. The edges of the rotors always seem to rust out though. Has anyone painted that part of their rotors? Any bad effects? I think it would be fine to do since that part doesn't come in contact with anything.

It would look a litle odd IMHO. I also think that even with a high temp paint you'd lose it pretty quickly. -

You can see them through most alloys with traditional spokes. I'm not too concerned about what it looks like though. I would just use a flat-black paint. I want to do this to keep them from rusting. I was actually thinking about this yesterday.
I'm going to paint them with high-temp black sometime before I get new wheels.
