The 'bounce' test will only tell you whether or not your dampers are totally and utterly stuffed. Even quite disfunctional dampers can easily pass the bounce test, been there, done that...
As to whether you need new ones after a few years if you want to use stiffer springs, well it will depend on what the dampers are and whether they've led a hard life or not. If they were Konis or Bilstein they'd most likely be OK, anything else I'd be much less sure of.Regards from Oz,
