the bounce test is getting the vehicle to rock and it should immediately settle to level height after you let go.

if it keeps rocking, the struts are not doing its job.

You drive it off the corner of a cliff and see how many times it bounces.

The answer is no. You don't have to replace your shock absorbers (struts, shocks, whatever you want to call them) if you decide to install lowering springs. Although, it would be wise to make sure your shock is capable of handling the drop you are looking for and ultimately still giving you the ride quality and, if you are looking for it, handling. Depending on what the spring rate is and how low you plan on going, it is typically a good idea to invest in a shock absorber that can handle the new spring's higher spring rate.
It would probably help to include in your question what your current setup is and what you plan on swapping in its place. You might get some better responses.

The 'bounce' test will only tell you whether or not your dampers are totally and utterly stuffed. Even quite disfunctional dampers can easily pass the bounce test, been there, done that...

As to whether you need new ones after a few years if you want to use stiffer springs, well it will depend on what the dampers are and whether they've led a hard life or not. If they were Konis or Bilstein they'd most likely be OK, anything else I'd be much less sure of.
