Steering.

When wheel turns sometimes it moans.
the steering almost feels like it has notches in the wheel or something when i turn it.
also some minor shaking.

i have replaced the
cv axles and struts and springs.
my passenger side outer tie rod boot is split and will be replacing but i didn't think it would be causing it jsut for a little boot.

i'm looking to replace the tie rods.
and was wondering if the inner tie rods usually go bad.
should i just replace them now? or just wait and only do the outer one.
