Question About Some Tokico Blues?

I bought a used tokico blue setup with some tanabe springs off ebay and the tokico's are a little rusted from normal use then probably taken off and sitting for a while, but I heard from my friend that I could take them to like Pep Boys or something and say they aren't workin right and they would send them in and I would get new ones! Is this true or semi-true? If it's semi-true or not could ya guys help me out or if there is another way or something? Also does anyone know how low the Tanabe sustec super H go, they only say for the 94-97 accords, but since they're on the tokicos which will fit mine right? Well any help would help

Normally to take advantage of Tokico's lifetime warranty, you need to have the reciept handy. Worth a try though.
