I'd say most of your problem is your tires... but I guess I can see a stiff rear susp. kind of "floating" or not really digging in. I don't really understand the physics of it though.
I'll tell you about my setup... Eibach sportlines w/stock dampers, camber correction/ perfectly alined, stock 15" alloys, nothing special. But, since its been snowing I found new love for the tires I picked up a few months ago. They are 195/60R15 Goodyear Eagle Aquasteel's, and they are unfucking believable in the snow(and wet roads)... They are a directional tire(meaning they are meant to rotate only one way). and there is 2 ("aqua")channels on each tire running around with the tread... Also, they have EMT(extended mobility technology)which means they can run 50+ miles with absolutly no air in them. This works because of the thick ass sidewalls. The sidewalls are at least an inch thick and embedded with steel.
There is one drawback. These tires weigh 61lbs. a piece, just the tire(not the rim). I think that helps in the snow and for grip, but hurts my acceleration, and they ride a bit rough.Because of the stiff sidewalls and weight, you can feel every little bump in the road(probly compairable to 17's or 18's). New dampers should help this though, maybe not.???.
I can drive normal speeds and turn corners and curves on snow covered roads just like normal. there is no feeling like there going to break loose. I would deffinetly say consider these tires, or some similir, for winter driving and wet roads.
