So I'm having my H23 overhauled by a professional shop. Is there anything "small" I could throw in there to increase power without going too far? I thought about boring it out to a 2.5L and then having a P&P done on the head. I'm not really good when it comes to all motor type configurations and power figures so correct me if I'm wrong but would that be good for maybe 10-20 hp? This block is going to be mated back to the ol reliable auto tranny until I can find a 5spd so keep in mind the limitations of such.

boring out to 2.5 isn't something "small".
try...new pistons and sleeves.
head porting, valve job, head milling and some stage 1 cams will give you a significant amount of power gain.

Cam, P&P, maybe raise the compression a tad, tune, lightweight pulleys, phenolic gasket, stacked plenum

Lol well like I said I'm not very knowledgeable on all motor apps. So 2.5 isnt small you say? Can you kind of explain the magnitude of such a mod along with the P&P as well? I know it ups compression somewhat. So what kind of hp would that make? I'm only looking for maybe 170-200whp. I'm not trying to throw much money at it as I would have ended up with a H22A changeover but higher tuition forced me to pocket that money and save it till I can afford the swap. So I'll leave cams and pistons alone.

Sounds like you're on a budget. As others have stated, ditch your 2.5L idea as it's more than you think, ALOT more involved than you think. By the sounds of it, you can't afford to do it properly.
Stick to getting a ported head and good aftermarket cams for your application, if you need them cam gears for adjustment during dyno tuning. Keep in mind, you'll need an engine management system and to pay for dyno tuning as well. So this package is still a good penny, stick to as much of this as you can. If you can't deal with the tuning needed for the aftermarket cams and that is still too much, then port your head, modify your intake manifold/TB to breathe better, etc. Later, you can always add cams.
