actually crossovers don't cut if off, they just drop it sharply after a certain point. But the level should be cut quite low to where it's safe... although the the sub can go too low and the box tuning be high and cause the sub to exceed it's limits of excursion..
He was talking about a subsonic filter. It will cut off frequencies below a certain point. It's basically a high pass crossover typically set between 15-25Hz.
