A little advice needed...

Ok guys, need a little help. What you would say is the best way to get rid of this:









Ignore that bumper gap for now. It'll be fixed.

Anyways, what's the best product I can use? And any helpful tips? I want to avoid spray painting it for now. I also know some of the deeper scratches will need to be filled in, which is what I'll end up having to do also.

I also would like to know the best way to get this off:




I'm guessing it's paint? I dunno. I bought the car with these problems, and it's finally starting to bug me. So... what would be the best way to get this off without damaging the finish on the wheels?

How much would a shop charge to fix the scratches?

The wheel knick, I would jb weld it and sand it smooth and spray a little clear over it. The scratches on the bumper, I tried scratch x and wetsand/buffing it. I'm not really a detail guy, I would go to a body shop and see what they say.
